Yaafour Real Estate Projects: Eighth Gate, Yaafour 963 and Park View

In May 2026, headlines said Emaar had pulled out of Yaafour. A month later, a new project was launched in the same valley. In fact, on 18 May 2026 Emaar said it was exiting the joint-venture structure of The Eighth Gate and would operate in Syria without a partner. That mix-up is why Yaafour real estate projects (also spelled Yafour or Yaafoor) have to be read one at a time. This article puts the three projects in one table with the documentation level of each, works out an implied price per m² for Yaafour 963, and sets out what each project means for buyers and for suppliers.

What Are the Yaafour Real Estate Projects? Three Timelines, One Valley

Three developments make up the Yaafour real estate projects: The Eighth Gate by Emaar Properties, now being relaunched; Yaafour 963 by IGO, launched on 17 June 2026; and Park View by Unlimited, the least documented of the three, which we covered in an article published on 5 August 2026.

Much of the confusion comes from mixing them up. Figures from one project get attached to another, and news about Emaar is read as if it covered the whole valley. Spelling adds to it, because Yaafour, Yafour and Yaafoor are all in use.

Emaar Eighth Gate Syria: An Exit from the JV, Not from the Project

Emaar’s press release of 18 May 2026 said the company was in the process of exiting the joint-venture structure for The Eighth Gate and would operate in Syria without any partner. It described a US$500 million integrated development on about 300,000 m² in Yaafour, some 22 km from central Damascus, and dated the project to 2005. The release did not name the partner, and the value of the exit was not disclosed.

None of this means Emaar is leaving Syria or cancelling the project. Six days earlier, on 12 May 2026, founder Mohamed Alabbar said Emaar’s plan included reviving The Eighth Gate as a global commercial and business hub, with actual work and design starting within 6 to 12 months.

Before that, on 27 April 2026, the General Establishment for Housing announced a contract addendum with Emaar to carry out the project. The announcement named Invest Group Overseas (IGO) as Emaar’s partner in it.

What the headlines said What the company announced
Emaar pulled out of The Eighth Gate Emaar is exiting the JV structure and will operate without a partner
Emaar left Syria Emaar will keep operating in Syria without any partner
The project was cancelled The release did not cancel it; Alabbar had spoken six days earlier of design and work starting within 6 to 12 months

Why Yaafour Real Estate Projects Are Hard to Track for Buyers

Each project has its own developer and timeline: an older scheme being redesigned, a new one just launched, and a third with few published details. The sources also differ in weight, from a formal statement by a company listed on the Dubai Financial Market to an official Syrian news item to a press report relaying sales material.

Then there is the name IGO. The 27 April 2026 announcement named it as Emaar’s partner in The Eighth Gate addendum. The official launch report of 17 June presented it as the developer of Yaafour 963 and a subsidiary of MAG Holding. As of 31 October 2026, no official statement had linked Emaar’s exit to the Yaafour 963 launch, and we found nothing confirming that the legal entity is the same in both events.

The practical result is two mistakes. Buyers compare a priced apartment with a project whose prices have not been published. Suppliers cannot tell which site will order concrete, rebar and blocks first.

Yaafour 963 IGO, a MAG Holding subsidiary 144,000 m² 1,280, per published sales material Launched on 17 June 2026 Q2 2029, expected Medium: official report for the launch and site area; a press report for units and prices, citing a property portal
Park View Unlimited About 50,000 m² Not announced; the two delivery phases are 128 and 128 units, per our article Not announced; no start date published Not announced Low: our article of 5 August 2026, with no official or independent source

The gap in disclosure is plain. The Eighth Gate’s components and area are published without a handover date. Yaafour 963 has units, prices and a payment plan in print. Park View’s figures have no outside source.

Yaafour 963 in Numbers: 1,280 Units and Expected Handover in 2029

IGO launched the project on 17 June 2026 on a 144,000 m² site in Yaafour, Rural Damascus, with the Tourism Minister and the governors of Damascus and Rural Damascus attending. The official launch report described an integrated residential complex with green spaces, parking and sports, entertainment and service facilities, and gave no unit count or prices. Businessman Mowaffak al-Kaddah said this is the group’s first project in Syria and that new projects would follow in the coming months in Damascus, Rural Damascus, Latakia and other governorates.

The unit breakdown was published in June 2026, citing a property portal: 1,280 units, of which 889 are two-bedroom apartments, 345 three-bedroom, 32 four-bedroom, 12 duplex penthouses and two single-floor penthouses. The published payment plan is 15% on signing, payments reaching 70% during construction, and 30% on handover, expected in Q2 2029.

No other project in the valley has this much detail in print. Even so, the unit and price figures rest on one press report relaying a property portal, and we have not seen the developer’s own brochure.

Yaafour Apartments for Sale: What Is the Implied Price per m²?

The only published price is $300,000 as the starting point for a two-bedroom apartment, according to the published sales material. Two-bedroom units range from 168.7 to 215.3 m². That implies about $1,778 per m² if the price is for the smallest unit (300,000 ÷ 168.7) and about $1,393 if it is for the largest (300,000 ÷ 215.3). The developer has not said whether the areas are gross or net, so this is our estimate, not an announced price.

We will set this figure against established districts in our article on Damascus apartment prices.

Yaafour Park View: What Is Documented So Far

Park View is the least documented of the three. As of 31 October 2026 we found no official statement and no independent coverage, and the figures in circulation trace back to our own Arabic-language article of 5 August 2026. According to that article, Unlimited is developing a community of villas, penthouses and duplexes on about 50,000 m² in the Yaafour valley, delivered in two phases. Location, unit sizes and phasing are set out there, so we do not repeat them here.

How to Assess Yaafour Real Estate Projects Before Buying or Supplying

Suppliers and buyers need different numbers from the same data. A supplier wants the floor area the sites will build. A buyer wants the income an instalment requires. Both calculations below use factors we chose for illustration, not developer figures, and a checklist follows.

Built Area at Yaafour 963: What It Means for Materials Suppliers

The published unit mix is enough to estimate built area before any bill of quantities exists. The formula: built area ≈ sum of (number of units × unit area) × common-area factor.

  1. Add up the minimum area for each unit type: 889 × 168.7 + 345 × 203.3 + 32 × 256.2 + 12 × 367.7 + 2 × 1,184.6 ≈ 235,093 m².
  2. Do the same with the maximum areas: 889 × 215.3 + 345 × 245.4 + 32 × 268.6 + 12 × 374.7 + 2 × 1,190.4 ≈ 291,537 m².
  3. Multiply both by an assumed factor of 1.25 for stairs, corridors, a clubhouse and plant rooms. That gives about 293,866 m² and 364,421 m², or roughly 294,000 to 364,000 m², excluding any basement parking.
  4. Compare the result with a mid-size residential building of about 5,000 m² built area, again an illustrative assumption. The project equals roughly 59 to 73 buildings of that size.

The calculation treats the published areas as net, which the developer has not confirmed, and the designer and quantity surveyor will set the real quantities of concrete, rebar and blockwork. The order of magnitude still tells a supplier that one Yaafour project equals dozens of mid-size buildings. It needs a supply contract with deliveries tied to the pour programme, not ad hoc orders.

Instalments vs Salaries: Who Can Afford Yaafour Apartments for Sale?

Purchasing power, not the size of the announcement, sets the pace of construction. Published estimates put average public-sector salaries after the 2026 raises at roughly $80 to $125 a month. Economist Yasser al-Mashal calculated that $300,000 spread over 20 years without interest means about $1,250 a month, and that an instalment should stay within 30 to 40% of income. At 40%, that implies a monthly income of about $3,125, around 25 times the top of the salary range by our arithmetic.

Al-Mashal estimated that fewer than 1% of people in Syria, counting domestic earners only, could afford these units. Our reading is that the real buyers are a narrow group of expatriates and investors, and that construction will follow the pace of sales and collections, since the published payment plan ties most of the price to the build period.

17 Things to Check Before Buying or Supplying in Yaafour Real Estate

For buyers

  1. Check whether the contract area is gross, including a share of stairs and corridors, or net within the walls.
  2. Ask for a payment schedule tied to defined construction stages, not to calendar dates alone.
  3. Read the handover date and the delay clause written into the contract, and compare them with the date announced at the launch.
  4. Ask what protects your payments if the project is delayed or stopped, and which account receives them.
  5. Confirm the finishing level at handover: shell and core, semi-finished, or fully finished to a written specification.
  6. Verify the building permit, its number and issuing authority, and that it covers the tower or phase you are buying in.
  7. Request proof of land ownership and the registered owner’s name, particularly for The Eighth Gate after the change in partnership structure.
  8. Identify who you are contracting with: the developer, a subsidiary or a sales agent.
  9. Compare price per m² across offers only after the area is measured the same way, and add finishing costs if the price excludes them.

For suppliers and contractors

  1. Establish who the employer is at The Eighth Gate after Emaar’s exit from the JV, and which entity signs contracts.
  2. Ask who the main contractor is on each project. As of 31 October 2026 we found no announced main contractor for any of the three.
  3. Get payment terms in writing: advance payment, payment period after delivery and invoice currency.
  4. Tie the required delivery schedule to the pour or installation programme on site.
  5. Define the material specification and the standard it will be tested against.
  6. Ask how delivery and inspection work on site and who signs the delivery note.
  7. Confirm the bond or retention terms and when they are released.
  8. Check that the valley’s roads and site entrances can take concrete and rebar trucks, and at what hours.

Qiwaa Advance in Yaafour: Fit-Out and Materials Supply for the Valley

Our head office is in Yaafour, at The Eighth Gate, Rural Damascus.

We are not a contracting party to The Eighth Gate, Yaafour 963 or Park View.

For an owner whose unit is handed over as shell and core or semi-finished, the closest service we offer is interior fit-out through Qiwaa Contracting, with finishing materials supplied against an itemised schedule through Qiwaa Trading.

Developers and contractors pricing the valley’s frames and site networks can source formwork systems from Variant Factory LLC, including tunnel formwork, and GRP pipes from Amiantit for water and sewer lines. Both are among our approved agencies.

One Fit-Out Contractor vs Separate Trades: A Comparison Table

Criterion One fit-out contractor Separate tradespeople
Sequencing between trades One programme puts services before plasterboard and tiling before paint The owner coordinates, and one trade may wait for another to finish
Quantity control and waste Quantities taken off the drawings once Each trade buys for its own scope, so orders can overlap and waste can rise
Accountability for defects One party answers to the owner Each trade may blame the one before, as with damp between plumbing and tiling
Schedule commitment One completion date in the contract Separate dates per trade, with more freedom to swap a tradesperson
Clarity of total price A lump sum with an itemised schedule before work starts, including management cost Lower prices on some items; the real total shows only at the end

Hiring trades directly can suit a small scope that the owner supervises personally, such as a kitchen or bathroom refurbishment. A single contractor earns its fee as trades multiply and overlap, as in an apartment handed over as shell and core.

How Qiwaa Advance Supports Unit Owners and Developers in Yaafour

Unit owners send the apartment plan as the developer handed it over, plus the finishing level they want. We come back with an itemised initial estimate. Anyone still at the design stage will find that step in our article on interior design in Yaafour.

Developers and contractors send the package they are pricing: formwork for the frame, pipes for site networks, or finishing materials.

For formwork we ask for the typical floor plan and how many times it repeats, because a tunnel formwork system relies on load-bearing walls on a regular grid and has to be chosen before the design is fixed. For pipes we ask for diameter, operating pressure and ground conditions.

Attach your unit plan or package list to a WhatsApp message. Qiwaa Advance’s engineering team will review it and ask for anything missing before we estimate.

FAQs About Yaafour Real Estate Projects

Did Emaar pull out of The Eighth Gate project in Yaafour?

No. On 18 May 2026 Emaar said it was exiting the joint-venture structure for The Eighth Gate and would operate in Syria without a partner. Its release did not announce leaving Syria or cancelling the project, and Mohamed Alabbar had said six days earlier that design and actual work would start within 6 to 12 months.

When will Yaafour 963 apartments be handed over?

Handover is expected in Q2 2029, according to the published payment plan, with 15% due on signing. The date is an expectation, not a guarantee. Read the delay clause and its penalty in the sale contract before you sign.

Is IGO linked to Emaar’s exit from The Eighth Gate?

No official link had been published as of 31 October 2026. IGO was named in the official report on The Eighth Gate addendum on 27 April 2026, then in the official report on the Yaafour 963 launch on 17 June, a month after Emaar’s announcement. A shared name and close timing are not enough to infer a connection.

Is Qiwaa Advance involved in the Yaafour real estate projects?

No. Qiwaa Advance is headquartered in Yaafour, but it is not a contracting party to The Eighth Gate, Yaafour 963 or Park View. The company provides interior fit-out and materials supply to unit owners and contractors who request it, in the valley and elsewhere in Syria.

The Yaafour valley holds three projects on three timelines: an older scheme Emaar is relaunching, a new one launched with handover years away, and a third with little published detail. Each should be judged by what is documented and by what buyers can pay, not by headlines. If you own a unit in the valley or have a supply package, send the plan or package to Qiwaa Advance on WhatsApp for an initial estimate.
